Suggestion Title: Abandoned Claim Wipe

I recommend the removal of all claimed land from players who have not been online for a set period of time (I was thinking 90 days, you may opt for 60 or 120, whatever makes the most sense in your opinion). When looking at the dynmap, especially thinking for a new player looking for place to base, it is extremely cluttered. The vast majority of claims have been made my players who no longer join the server, making them unavailable spaces with no use. A claim wipe will enhance/benefit the server by allowing new players to get a much better feeling when trying to find a place to base, allow for existing players to find new places to build in, and declutter the map. I think this also helps with new player retention as some people will be disinterested thinking the server is old/overcrowded which is how I felt the day I first joined.

I suppose it may be hard to implement, I'm not sure if the claim plugin has a way to do this easily. I know I've seen claim wipes in the past but I don't have a great understanding of the logistics. Outside of that, it may be the case that a returning player after a long period of time could find their base looted, claimed or otherwise interrupted.

If this suggestion is not accepted, I'd really like to know if there are any plans on solving the issue of the very over-crowded map outside of extending the world border. I understand if border extensions are the planned solution.
