Suggestion Title: Nerf pacifist kingdoms to allow PVP

Suggestion Category: Gameplay

Description: I like the idea of pacifist kingdoms, HOWEVER, the server is lifesteal, and therefore i think most of the players not having pvp on doesn't really make sense. I'm proposing to change pacifist kingdoms to still prevent invasions and prevent people from invading other kingdoms, but make it so people in pacifist kingdoms can still attack/be attacked outside of their claims; if people don't want to PVP, they should do the SMP, and this makes it more like a lifesteal server.

Pros: Makes it a lot more fun for people who want to PVP

Cons: Stops some people from being able to live as "peacefully"

Additional Comments: Please consider that the whole point of lifesteal is built around PVP, and basically taking away that feature takes away the whole point of the server. Thank you! (A LOT of people agree with me)
